About UNISWEM

Our Mandate

UNISWEM has an independent UN system-wide mandate in terms of enabling UN General Assembly Resolutions to evaluate the relevance, effectiveness and impact of operational activities for development of the UN System and the extent to which these operational activities for development of the UN System contribute to the realisation of national development priorities including internationally agreed development goals in program countries.  In doing so, we provide evidence and accountability to inform greater UN system wide impact in developing countries.

Definition of Terms of Our Mandate

Independent Systemwide Evaluation

Systematic and impartial assessment of the relevance, coherence, efficiency, effectiveness, impact, and sustainability of the combined contributions of United Nations entities towards the achievements of collective development objectives..

System-wide

Refers to all relevant entities of the United Nations system involved in operational activities for development in a specific policy, strategy, issue, effort, area or sector at the country/regional/global level, or in the implementation of system-wide mandates.

Operational Activities for Development

are activities that UN entities carry out with the promotion of development as the primary objective. Operational activities for development cover both longer-term development related activities and those with shorter-term humanitarian assistance focus.

Vision Statement

We envision decision-making processes on the effectiveness of United Nations operational activities for development anchored in evidence, learning and accountability.

Mission Statement

Our mission is to generate independent evidence on the effectiveness of United Nations operational activities for development in order to inform greater system-wide decision-making, improved coherence, learning and accountability at global, regional and country levels.
